City of York Council (25 005 786)
Statement Upheld Special educational needs 26-Apr-2026
Summary: There was fault by the Council. It took too long to issue a final Education Health and Care Plan, and it failed to secure the out -of-school social activities in line with the Plan. It also failed to deal with Mr X’s complaint about this effectively. This caused Mr X distress, frustration and uncertainty, and meant his daughter did not get all the provision she was entitled to. The Council is reviewing gaps in provision. It will also apologise to Mr X and make symbolic payments in recognition of the injustice caused to him and his daughter.

Statement Closed after initial enquiries Parking and other penalties 26-Apr-2026
Summary: We will not investigate Ms Y’s complaint that the Council did not consider the views of residents when it decided to implement a Controlled Parking Zone. There is not sufficient evidence of fault in how the Council made its decision.

Redditch Borough Council (25 006 169)
Statement Upheld Other 26-Apr-2026
Summary: The Council has acknowledged that it should have handled repairs to Mr B’s extra care housing better and given more consideration to the impact on him. It should have updated details of the family members to contact with concerns about Mr B, and explained why his laundry costs had increased. The Council has reviewed how it approaches these situations, and offered to make a symbolic payment to Mr B in recognition of the impact on him. This is a reasonable way to settle this complaint. There was no fault when it changed the timing of his morning care call.

Statement Upheld Allocations 26-Apr-2026
Summary: Mr X complained about the Council’s housing allocation decision and the bidding process. We found fault with the way the Council communicated with Mr X about the properties he could bid for. This fault caused injustice to Mr X. The Council has agreed to apologise, re-send its decision to Mr X and explain in writing details of its letting scheme.

Statement Closed after initial enquiries Homelessness 26-Apr-2026
Summary: We will not investigate Mr X’s complaint about the Council’s handling of his homelessness case. It is reasonable to expect Mr X to appeal to the county court against the Council’s decision that he was intentionally homeless. We will not investigate Mr X’s complaint about the Council disposing of his belongings. It is reasonable to expect Mr X to go to court about the loss of his belongings.

Bolton Metropolitan Borough Council (25 016 801)
Statement Closed after initial enquiries Child protection 26-Apr-2026
Summary: We cannot investigate Miss X’s complaint about the Council’s handling of her children’s case between 2011 and 2023. The law says we cannot consider complaints about matters that have been considered in court proceedings. We have no discretion to do so. The complaint also lies outside our jurisdiction because it is late.
-
South Gloucestershire Council (25 017 123)
Statement Closed after initial enquiries Special educational needs 26-Apr-2026
Summary: We will not investigate this complaint about the Council’s actions relating to a Child in Need plan. The Council has already investigated X’s complaint under the three-stage Children Act 1989 complaint procedure, and it is unlikely we would find fault in the way it conducted that investigation or considered the findings.

London Borough of Lambeth (25 017 664)
Statement Closed after initial enquiries Charging 26-Apr-2026
Summary: We will not investigate this complaint about Mr Y’s care charges as we are unlikely to achieve meaningful outcomes on matters that arose years ago and as any injustice is not significant enough to justify an investigation of remaining matters.
