Ms D says the Council’s delay has impacted the whole family physically and mentally. We found the Council is at fault due to the time it has taken. The Council agreed to apologise to Ms D, make a recognition payment, provide her with a plan and timescale going forward, and make service improvements.

However, we cannot say the Council’s decision would have been different, but for these faults. There was no evidence of fault in how the Council considered the planning application. The Council delayed in dealing with Mrs X’s complaint at stage two of its complaints procedure which caused frustration to her. The Council has apologised to Mrs X for the delay which was an appropriate and proportionate remedy.

    Summary: Ms C complained of behalf of Ms B that complained that the Council had delayed excessively in dealing with her homeless application and providing her with suitable accommodation. We found the Council delayed for at least 15 months in accepting the main housing duty towards Ms B and considering the suitability of her interim accommodation. It also took nine months to respond to her stage two complaint. This caused Ms B to live in unsuitable accommodation for at least a year longer than necessary. The Council has agreed to apologise to Ms B and make a symbolic payment of £1800 in addition to the £300 already offered.

    Summary: Mr X complained about a lack of support from the Council when he told it his landlord was evicting him. We have found fault by the Council because it did not complete the actions set out in Mr X’s Personalised Housing Plan, did not offer him interim accommodation while it made enquiries into his case and took too long to accept the Relief Duty to him. The Council agreed to apologise and make Mr X a payment in recognition of the injustice caused to him.

The Council has agreed to apologise and review Miss W’s support plan.

    Summary: Ms X complained the Council failed to provide the Speech and Language Therapy and Occupational Therapy from her child’s Education, Health and Care Plan since September 2023. Ms X also complained the Council failed to provide suitable education for her child while absent from school and declined to complete an early annual review. We found fault with the Council delaying providing some Education, Health and Care Plan provision from June 2024 until November 2024 and Alternative Provision of education in September 2024. The Council agreed to apologise to Ms X and pay her a total of £550 to recognise the distress, frustration and lost opportunity caused. The Council also agreed to put specific missing Education, Health and Care Plans provision in place.
