Statement Upheld Assessment and care plan 07-Apr-2026
Summary: We did not find fault with the Council for how it considered Mrs X’s mother’s access to care from December 2024 to April 2025, including completion of care assessments. We found fault with the Council taking three and a half months to complete the financial assessment for Mrs X’s mother’s care home costs following it agreeing to the placement; this was a delay. London Borough of Islington (25 008 084)
Statement Upheld Homelessness 07-Apr-2026
Summary: Miss X complained about the Council’s handling of her homeless application. We find no fault in the Council’s domestic abuse support, but do find fault in the Council’s delay in accepting the main housing duty, its poor communication, its failure to process her January 2025 complaint under the formal procedure, and its lack of recorded evidence that it checked the suitability of Property A at placement. This caused Miss X uncertainty, distress, and time and trouble. The Council has apologised, offered a suitable payment to Miss X, and made service improvements, which is a satisfactory remedy for the injustice caused.

Summary: We will not investigate this complaint about the Council’s decision to end its housing duty for Miss X. This is because it is a late complaint and we will not exercise discretion to consider it because Miss X has not provided any good reasons why it could not have been brought to us sooner.
