Hampshire County Council (25 022 363)
Statement Closed after initial enquiries Domiciliary care 21-Jul-2026
Summary: We will not investigate this complaint about poor standards of domiciliary care. There is insufficient evidence of fault in the Council’s actions because it was not responsible for providing or commissioning the care that Mr X received. The care was funded solely by the NHS, and therefore the Parliamentary and Health Service Ombudsman is better placed to consider this complaint.

Statement Not upheld Allocations 21-Jul-2026
Summary: Miss X complained the Council refused her a discretionary shortlisting request for a direct offer of a property, refused to provide aids and adaptation in her current accommodation and did not properly deal with her concerns about alleged noise disturbance. Staffordshire County Council (25 008 553)
Statement Upheld Special educational needs 21-Jul-2026
Summary: Mrs X says the Council failed to provide the education and physiotherapy provision set out in her child’s Education, Health and Care Plan. She reports this issue has caused her child a great deal of distress and Mrs X has had to pay for physiotherapy provision herself. We found the Council at fault. It did not fulfil its responsibility to provide the provision fully. It should apologise and make payments to Mrs X to recognise the injustice caused.
-
London Borough of Ealing (25 009 689)
Statement Upheld Allocations 21-Jul-2026
Summary: Mr X complained the Council mishandled his housing application, incorrectly assessed his medical priority and mishandled subsequent homelessness application and review request. We find the Council at fault for failing to apply the correct exemption criteria to Mr X’s application. This caused Mr X to be removed from the housing register and caused him distress, frustration and uncertainty. The Council has agreed to apologise, reinstate Mr X’s application and make a symbolic payment to remedy the injustice caused.
-
London Borough of Hounslow (25 010 158)
Statement Upheld Homelessness 21-Jul-2026
Summary: There is no fault in how the Council decided which band to place X and Y in. However, the Council failed to tell X and Y when it removed them from the housing register, failed to deal with their first homeless application properly, delayed processing their second homeless application, failed to offer them interim or temporary accommodation and failed to respond to a complaint. That caused X and Y distress and uncertainty. An apology, payment to X and Y and guidance for officers is satisfactory remedy.
-
Lancashire County Council (25 011 684)

Summary: We cannot investigate Mr X’s complaint about the Council’s consultation and assessment before issuing an Education Health and Care Plan as Mr X appealed to the Tribunal. We also cannot investigate the education provision in the meantime as it is not separable from the disagreement about what is a suitable setting.

Norfolk County Council (25 012 333)
Statement Upheld Special educational needs 21-Jul-2026
Summary: We found fault with the Council not suitably investigating Mr X’s concerns about the lack of one-to-one Education, Health and Care Plan provision in place for his child on his first contact. The Council agreed to apologise to Mr X and provide a symbolic financial gesture for the injustice caused by its fault.
