We found fault with the Council for delays in reviewing her banding and resolving her homeless application properly. In addition to the direct offer of housing recently made to Miss B, the Council has agreed to apologise and pay her £1200. It has already reviewed its allocations policy.

Summary: Mrs X complained about top-up fees for accommodation without being offered of a suitable and affordable alternative. We did not find fault with the accommodation the Council offered. We found fault with some communication and recommended the Council and the NHS Trust apologise for any distress this caused to Mrs X.

Summary: We decided not to investigate this complaint about the Council’s handling of a request for a review of Ms X’s priority band on its housing register. The Council has upheld the complaint about a delay in issuing its review decision and has agreed to apologise and make a payment to recognise the injustice caused. The Council has already apologised for a delay in allocating a support worker to help Ms X request a review, which was appropriate. There was insufficient evidence of fault in the way it considered the review to justify us investigating that part of the complaint further.

Summary: Mrs X complained the Council failed to arrange suitable education for her child, W, when they stopped attending school in February 2023. Mrs X also complained about how the Council dealt with two annual reviews of W’s Education, Health and Care Plan. The Council was at fault. This meant W missed out on education, Mrs X’s right of appeal was delayed and she was caused frustration. The Council made a suitable offer of a financial remedy and it is open to Mrs X to accept it.

While Ms X has ongoing concerns about the Council’s safeguarding process, it is too soon for us to look at this.

Summary: When Ms X fled domestic abuse, the Council delayed offering Ms X interim accommodation, significantly delayed reviewing its decision that Ms X was intentionally homeless and failed to send Ms X a letter confirming its duties and a personalised housing plan. To remedy the injustice caused, the Council has agreed to apologise, carry out the statutory review within one month, pay Ms X £675 and take action to improve its services.
