    Summary: Miss X complained the Council failed to respond to her reports of a neighbour’s anti-social behaviour, and complained about the way the Council handled her complaint. Miss X said it caused unnecessary and avoidable distress, upset and frustration. We find the Council at fault, and this caused injustice. The Council has agreed to apologise.

    Summary: Mr W complained the Council has wrongly issued a bill for his late mother’s brief stay in a care home. He says the Council did not explain it would charge for the stay and has billed a higher sum than it paid to the care home. We found the Council at fault for not carrying out a proper financial assessment. We do not consider the Council to be at fault for issuing a bill. The Council has agreed to reissue its bill, apologise to Mr W, and review its processes to improve its service.

    Summary: We will not investigate Ms X’s complaint about delay processing her housing application, her housing register priority and housing disrepair. There was delay in processing her application but there is insufficient outstanding injustice for us to investigate, insufficient evidence of fault in the priority banding decision and the Housing Ombudsman is better placed to consider her complaint about property disrepair.

We found there was fault by the Council which caused Mr X distress and led to the loss of educational provision for his children. To put matters right, the Council agreed to apologise to Mr X and make a symbolic payment of £500.
