    Summary: The Council failed to provide Ms X with interim accommodation when she first tried to flee domestic abuse. Ms X also experienced several months without hot water in her hostel accommodation due to service failure. The Council was not at fault for the restrictions the hostel placed on visitors attending the accommodation. In recognition of the injustice caused, the Council has agreed to apologise, pay Ms X £850 and carry out service improvements.

    Summary: Ms X complained about the way the Council dealt with her when she was homeless. The organisation delivering the Council’s homelessness service failed to notify Ms X that the Council no longer owed her the prevention or relief housing duties and delayed deciding if the Council owed her the main housing duty. This was fault. This caused Ms X avoidable frustration, for which the Council will apologise. It will also work with the organisation acting on its behalf to ensure it sends notification letters in future and to reduce delays in main housing duty decisions in all instances.

We have found fault in the Council’s decision-making process, and it has agreed to make a financial payment to Mrs X and Mr Y and make service improvements.

The Council should also apologise, pay Ms X £3,600 for uncertainty and distress, relieve Ms X’s current housing problems and provide guidance to staff.

    Summary: Mr X complained about how the Council dealt with safeguarding allegations involving his mother, Mrs Y. He complained the Council charged her for remaining in a care home while it completed the investigation. Mr X said the Council bullied him and made false allegations to the Office of the Public Guardian. He also complained about the Council’s complaint handling. Mr X said this caused him distress. There was fault in the way the Council did not inform Mr X about the financial implications of the residential placement and delays in the complaint handling. This frustrated Mr X. The Council has already remedied this fault.
