Summary: We found fault by the Council on Miss Y’s complaint about it failing to move her to suitable alternative accommodation after accepting she was homeless, despite her former abusive partner knowing she remained there. It failed to move her and her large family to suitable accommodation, plan for the possibility of larger families needing larger properties, failed to show it explored the private rental sector, and failed to provide her with the help initially offered. The Council agreed to send her a written apology, pay £3,750 for the distress caused, make £250 monthly payments up to six months until she is suitably rehoused, and explore options for finding her accommodation. It also agreed to find and offer her a suitable property, review how it can make provision for larger families in the future, as well as review/create a procurement policy to increase the supply of larger properties.

Summary: Ms C complains the Council has not provided support to meet her eligible care needs. The Council is at fault for failing to produce a support plan which identifies what services meet Ms C’s eligible needs. Because of these faults Ms C has the uncertainty that the reablement services offered by the Council will not meet her needs. To remedy the complaint the Council has agreed to apologise to Ms C, produce a support plan, and make service improvements.

Summary: Ms X complained the Council failed to provide alternative education for her son, Y. We found fault by the Council as it did not properly check what provision was in place for Y even though it was aware of his situation. As a result, Y missed out on education and his welfare suffered. Ms X also experienced stress and financial loss. The Council has agreed to a financial remedy in recognition of the injustice caused to Ms X and Y.

The second part of his complaint is outside the Ombudsman’s jurisdiction because we cannot investigate complaints about what happened in court.

Summary: Ms X complained the Council repeatedly failed to collect her household recycling from May 2023 to January 2025. We find the Council at fault for the missed collections, which caused Ms X frustration and inconvenience. The Council has apologised to Ms X, which is a suitable remedy for her injustice. Therefore, we have not recommended anything further.
