This is because the complaint is late and the issue only affects Mr X now because he chose to purchase the property with the bollard in place. We will not investigate Mr X’s complaint that the Council has failed to take similar action against others because the issue does not cause him significant injustice.

    Summary: We will not investigate Mr X’s complaint about the support the Council gave Mr Y with his homelessness. The complaint about the period before July 2023 is late and there are no good reasons to investigate now. There is insufficient evidence of fault in the period July 2023 to May 2024 to justify our involvement. Mr Y had rights of review and appeal if he disagreed with the Council’s decision in May 2024 that he was intentionally homeless and it was reasonable for him to exercise those rights.

    Summary: There was no fault in the Council’s decision not to investigate Mr X’s complaint about children’s services. Mr X also complained that the Council did not fully comply with his subject access request but the Information Commissioner’s Office is best placed to consider this complaint.

    Summary: Mr X complained the Council routinely fails to collect household waste and recycling from his area and that full and overflowing bins are left on the pavement causing an obstruction. We find the Council’s lack of transparency regarding the likelihood of the Public Space Protection Order proceeding and its failure to inform Mr X when it decided not to proceed is fault. This fault has caused Mr X an injustice.
