    Summary: Mrs X says the Council failed to complete the Education, Health and Care Needs Assessment requested for her daughter, Y, within the statutory timescales. Mrs X also says the Council has failed to provide education for Y since December 2024. Mrs X says this has caused her and her family distress. We have found fault in the Councils actions for delay in completing the Education, Health and Care Needs Assessment for Y and for failing to provide education. The Council has agreed to write to Mrs X to apologise, pay her a symbolic payment and complete service improvements.

    Summary: Ms X complained the Council has failed to risk assess and take enough action against a Port Operator’s shuttle bus service’s use of a mini-roundabout and a local highway as collection point. She said this is causing road safety risks and congestion and impact’s her and other local residents. We found no fault in the process the Council followed to reach its views as a highway’s authority. It therefore made decisions it was entitled to make.

The Council will apologise to Mrs X and make a symbolic payment to her.

    Summary: Mrs X complained the Council failed to ensure her child, Y received an education or the specialist provision in line with their Education, Health and Care (EHC) Plan after they moved to the area in July 2024. The Council was at fault for failing to offer Y a school placement or arrange an education and provision in line with their EHC Plan between September 2024 and May 2025. The Council agreed to apologise and make payments to acknowledge the injustice this caused to Y and Mrs X. It should also carry out service improvements.
