Summary: Miss B complained that the Council had failed to find a suitable educational placement for her daughter C or provide her with a suitable full-time education since May 2023. We found some fault causing injustice to Miss B and C. The Council has agreed to apologise to them both, make symbolic payments totalling £800 and improve its procedures for the future.

Summary: Ms Y complains about the handling of Mr X’s homeless application. She says caused unnecessary distress which significantly impacted Mr X’s emotional wellbeing. The Ombudsman finds the Council at fault which caused injustice to Mr X and Ms Y. The Council has agreed to apologise and make a payment to Mr X and Y.

Summary: Mr X complained the Council has failed to resolve his concerns about shops leaving refuse collection bins on the public highway and in parking bays. He says the bins often overflow, which attracts fly tipping. We find the Council was at fault for how it handled Mr X’s concerns and for its communication with him. This caused him frustration and upset. The Council has agreed to our recommendations to apologise to Mr X, make a payment to him and complete a detailed review of the issues.

Summary: Mrs Y complained the Council failed in its duty to ensure that her son’s Education, Health and Care plan was reviewed in line with the statutory timescales. She also complains the Council did not ensure her son received the educational provision he was entitled to. Some of Mrs Y’s complaint is too old for us to consider. In the other parts of the complaint, we find fault and the Council has agreed to provide a symbolic remedy in recognition of a shortfall in D’s interim provision between May and September 2024.

Summary: Ms D complains about the time the Council has taken to deal with a Disabled Facilities Grant application. Ms D says the Council’s delay has impacted the whole family physically and mentally. We found the Council is at fault due to the time it has taken. The Council agreed to apologise to Ms D, make a recognition payment, provide her with a plan and timescale going forward, and make service improvements.
