    Summary: We found fault by the Council on Mr Y’s complaint about it failing to promptly act on his reports of serious disrepairs and hazards in his privately rented home. The Council delayed dealing with his reports, as well as delayed checking, inspecting, and carrying out a Housing Health and Safety Rating System assessment of the property sooner than it did. It also failed to take formal enforcement action when it found a category 1 hazard. The Council agreed to apologise, make a symbolic payment, and provide training and guidance to relevant officers.

    Summary: We found fault with the Council for delays in completing a financial assessment of Mrs Z and providing information about the monetary cost of her care. We also found fault with the Council failing to suitably explain its deprivation of assets decision to Mr X. The Council agreed to apologise to Mr X, make a symbolic payment for the distress and uncertainty caused and provide an explanation of its rationale behind its deprivation of assets decision. The Council also agreed to create an action plan to address inconsistencies with its approach and record keeping over deprivation of assets decisions. The Council also offered to remove Mrs Z’s care home costs from when she entered the home in 2023 to 23 September 2023 which I consider suitable action to address the Council’s fault.

    Summary: The Council was at fault. It did not secure all the special educational provision set out in Mr X’s child, Y’s, Education, Health and Care Plan over a three-month period. The Council will make a symbolic payment to Mr X for Y’s lost special educational provision and education to which they were entitled. The Council has already put in place an action plan to improve its service.

The Council has agreed to provide an apology and a financial remedy to Ms X.

    Summary: Ms X complained the Council failed to action homelessness application in July and November 2024 and failed to action a referral to children’s social care. The Council accepts fault in respect of the three incidents above which Ms X says impacted on her mental and physical health. A suitable remedy including a symbolic payment and service improvements is agreed.

    Summary: Mrs X complained the Council commissioned care provider, Carepoint services Limited, neglected her grandfather, Mr Y. She complained the care provider refused to acknowledge the neglect, despite the Council substantiating the safeguarding concerns. Mrs X said this distressed her family and Mr Y did not have his needs met. There was fault in the way the Council did not acknowledge the safeguarding concerns and complaint handling was poor. This distressed and frustrated Mrs X and Mr Y did not have his needs met in line with his care plan. The Council agreed to apologise, ask the care provider to apologise, make a financial payment and ensure the care provider completes additional training.

    Summary: We will not investigate this complaint about the Council’s handling of Miss X’s child’s education and special educational needs. Part of the complaint is late and there are no good reasons to investigate it now, part of it concerns matters about which the complainant which had the right to appeal to the First-tier Tribunal (Special Educational Needs and Disability), and investigation by the Ombudsman is unlikely to lead to a different outcome in relation the rest of the complaint.
