Summary: We will not investigate this complaint about how the Council handled Mr X’s points about allegedly unlawful speed limit signage. The underlying points about the legality of the signs and whether Mr X was at fault are for the courts. It would therefore be a disproportionate use of our resources to investigate the Council’s dealings with Mr X on the matter.

Summary: Mr X, a person with disabilities and complex needs, complained about the Council’s response when he became homeless. The Council’s housing team delayed helping him when he was being evicted from private rented accommodation. It then provided him with unsuitable interim accommodation, and at times left him with no accommodation. The Council’s adult social care (ASC) team failed to ensure his care needs were fully recorded and did not work proactively with its housing team to ensure any housing provided would meet his assessed care needs. He did not receive any support for his care needs after the morning call on the day he was evicted and on another weekend when he had no accommodation. As a result of Council failings, Mr X was caused considerable stress and worry over many months before being evicted, had to sleep in his car for a weekend when the Council failed to provide housing, slept in his car for several weeks when it provided unsuitable accommodation and did not always receive his care package. Mr X said the lack of support with housing and his care needs adversely affected his mental and physical health, which meant he spent several weeks in hospital.

Summary: The Council failed to provide Mr B’s son, Y, with any education for over two years, and has failed to provide sufficient education since January 2024. It also failed to issue an amended Education, Health and Care Plan since it was decided changes were needed in February 2023. The Council has agreed to make payments to Mr B and Y and take action to improve its service.

Summary: Miss X complained about the Council’s failure to issue a draft amended Education, Health and Care Plan and related matters including lack of provision, poor communication and complaint handling. We found the Council to be at fault. To remedy the injustice to Miss X, the Council has agreed to apologise and make a payment to acknowledge her loss of provision, distress and frustration.

Summary: Mrs X complained the Council delayed completing reviews of her daughter’s Education, Health and Care Plan (EHC Plan) including a delay in the year she was transferring to secondary school causing frustration and uncertainty. The Council took over a year to issue the final EHC Plan and missed the statutory timescale in the transition year. A suitable remedy is agreed.
