The Council will provide clearer advice to its officers on how they should consider such requests with reference to housing need; when it will consider grants or loans; terms on which it will offer loans and which decision making body or individual within the Council approves such requests. It will also decide how it will communicate policy changes to relevant staff. For example, through training sessions, staff briefings or other approach as it considers appropriate.
