Summary: We will not investigate this complaint about the Council’s refusal to paint double yellow lines outside the complainant’s home. This is because the complaint does not meet the tests in our Assessment Code on how we decide which complaints to investigate. The complainant confirms the yellow lines have now been installed. Further investigation would not lead to a different outcome
The complaint
- Mr X complains the Council failed to implement double yellow lines outside his home to alleviate problems with parked cars obstructing visibility.

- It is our decision whether to start, and when to end an investigation into something the law allows us to investigate.

- We investigate complaints about ‘maladministration’ and ‘service failure’, which we call ‘fault’. We must also consider whether any fault has had an adverse impact on the person making the complaint, which we call ‘injustice’. We provide a free service but must use public money carefully. We do not start or continue an investigation if we decide:
- further investigation would not lead to a different outcome.

Final decision
- We will not investigate Mr X’s complaint because he has confirmed the Council has now installed the double yellow lines and resolved his safety concerns about obscured visibility when exiting and entering his property. Further investigation is unlikely to lead to a different outcome.
