Summary: We cannot investigate this complaint about how the Council issued Mr X with a fixed penalty for littering and the fine he has ultimately received. This is because this matter has been to court and we therefore now have no remit to investigate.
The complaint
- Mr X complains about the Council issuing him with a fixed penalty for littering. Mr X says he did not litter and that he received the fixed penalty due to racial profiling. Mr X has been impacted financially by the fine issued, after the case went to court.
