Southampton City Council (25 025 955)
Category : Environment and regulation > Antisocial behaviour
Decision : Closed after initial enquiries
Decision date : 14 Sep 2026
The Ombudsman's final decision:
Summary: We will not investigate Miss X’s complaint about anti-social behaviour because another body is better placed to consider the matter.
The complaint
- Miss X complains about anti-social behaviour. She says this is having a significant impact on her due to her health issues.
The Ombudsman’s role and powers
- We cannot investigate complaints about the provision or management of social housing by a council acting as a registered social housing provider. (Local Government Act 1974, paragraph 5A schedule 5, as amended)
How I considered this complaint
- I considered information provided by the complainant and the Council.
- I considered the Ombudsman’s Assessment Code.
My assessment
- I cannot consider any of the actions the Council took as a registered social housing provider because the law does not allow us to consider those matters. Miss X can complain to the Housing Ombudsman Service.
Final decision
- We will not investigate Miss X’s complaint because the law says we cannot.
