Summary: We will not investigate this complaint about how the Council responded to reports of anti-social behaviour. There is not enough evidence of fault to justify investigating.

The complaint

  1. Mx X complained the Council did not respond to their reports of anti-social behaviour. They said this had a negative impact on their mental health and left them afraid in their home. They would like the Council to hold an antisocial behaviour review meeting as they have requested.

The Ombudsman’s role and powers

  1. We investigate complaints about ‘maladministration’ and ‘service failure’, which we call ‘fault’. We must also consider whether any fault has had an adverse impact on the person making the complaint, which we call ‘injustice’. We provide a free service, but must use public money carefully. We do not start or continue an investigation if we decide there is not enough evidence of fault to justify investigating. (Local Government Act 1974, section 24A(6), as amended, section 34(B))

My assessment

  1. Mx X reported anti-social behaviour to the Council in September 2025. They asked the Council to hold an anti-social behaviour case review meeting to consider the matter.
  2. In its complaint response, the Council told Mx X that an anti-social behaviour review meeting had been held in September 2025. The Council invited Mx X to attend the meeting. It shared the meeting minutes with Mx X, with a summary of the discussion and the panel’s agreed recommendations.
  3. We will not investigate this complaint because there is not enough evidence of fault to justify investigating. The Council held an anti-social behaviour review meeting in September 2025. It invited Mx X to attend the meeting, and shared the minutes and recommendations from the meeting with Mx X.
