Summary: Miss X made an application for a blue badge which was declined by the Council. Miss X disagreed with the decision and complains the Council did not fully consider all the medical evidence she presented. We did not find fault with the assessment. But we find fault with the delay in the Council refunding the application fee. However the injustice caused by this was not such as to justify a remedy.

Summary: Mr B complains the Council has not properly assessed his eligibility for a Blue Badge. The Council considered the evidence Mr B provided but it told Mr B that he could not provide information from his GP and this was fault. The Council has agreed to apologise to Mr B. The Council agreed to allow Mr B to send in further evidence and to provide him with an assessment to consider that evidence.

Summary: Mr C complained on behalf of Mr B, about the implementation of School Street Zones and Low Traffic Neighbourhoods. He said the process had failed to recognise the impact on disabled people with restricted mobility. The Council also took too long to grant him exemptions for particular streets, insisted on individual applications for exemptions and delayed in sending him the correct blue badge. We found the Council delayed in granting exemptions to Mr B and had not provided a quicker route for exceptional situations. The Council has agreed to pay Mr B £200 and has improved its procedure.

Summary: Mr B was unable to make an online application for a Blue Badge because of his disability. There was fault in the Council's failure to offer an alternative way to apply for Mr B. The Council has already remedied this fault as it offered a telephone application to Mr B on the following day. The Council has also changed its procedures to allow telephone applications.
