Summary: We will not investigate this complaint about the way a Care Provider cared for Ms X’s father. This is because she is not a suitable person to complain on her father’s behalf.

My assessment
- Ms X’s father does not have capacity to make decisions about his health or welfare. Ms X does not have Lasting Power of Attorney allowing her to act on her father’s behalf. This is held by other family members.
- Therefore we cannot consider Ms X to be a suitable person to complain on behalf of her father and so we will not investigate this complaint.
Final decision
- We will not investigate Ms X’s complaint because she is not a suitable person to complain on behalf of her father.
