    Summary: Ms D complains on behalf of her adult son, Mr F about the way the Council dealt with his transition from children's services to adults' services in 2020. The Council has accepted there were delays in assessment; these caused injustice to Ms D and Mr F which warrants a financial remedy. There was no fault in the care and support assessments and plans. Fault in complaint handling caused time and trouble for Ms D.

    Summary: Mrs X complained the Council failed to properly plan for her daughter, F’s, transition from children to adult care services. The Council was at fault. It did not properly plan for F’s transition and failed to issue her amended Education, Health and Care (EHC) Plan naming a post-18 placement in line with statutory timescales. The Council agreed to apologise and pay Mrs X a total of £600 to remedy distress, uncertainty and time and trouble caused. It also agreed to review F’s EHC Plan without delay in preparation for naming her post-18 placement in time for the 2022/23 academic year.

The Council was at fault for its inconsistent communication about whether it would extend the overnight stays arranged by children’s services beyond age 18, and for flaws in its complaints handling. The Council took appropriate steps to identify support for the family during the COVID-19 pandemic.
