The Ombudsman finds fault with the Council for failing to act in a timely manner in safeguarding Miss A. The Ombudsman also finds fault with the Council for how it considered Miss A’s housing needs. This caused Miss A significant distress. The Ombudsman does not find fault with the Council for how it conducted the mental capacity assessment. The Council has agreed to pay a financial remedy and consider service improvements.
