    Summary: The Ombudsman cannot investigate Mr X’s complaints about fines he received for crossing a bridge over the River Mersey without having a valid permit. Mr X appealed against the fines to the Traffic Penalty Tribunal and the Ombudsman therefore has no legal remit to investigate.

    Summary: The Ombudsman found some fault by the Council on Ms W’s complaint about the way it introduced and approved a new road scheme. A councillor presented the wrong drawing to a residents’ meeting. When responding to her complaint, the Council apologised for this error and took steps to improve document control. An engineer, temporarily employed through an agency, had a possible conflict of interest. The Council apologised for failing to properly consider this and is taking legal advice about including agency staff within its code of conduct for employees.

    Summary: Mrs X complained the Council approved several sets of temporary traffic lights at the same time, causing major disruption to the traffic flow and long delays. The Ombudsman should not investigate this complaint. This is because it is unlikely an investigation would find fault or add anything to the Council’s own investigation.
