The Council was not at fault for how it assessed her vehicle as abandoned and it told her how she could collect her belongings. The Council was at fault for poor communication, but this did not cause Ms X an injustice. The Council has already reviewed its procedures to ensure it responds to emails more promptly. It will also review its abandoned vehicles policy to ensure it is in line with the charging regulations.
