Summary: Mr C complained the Council unreasonably refused to accept his daughter as part of his household for his homelessness and housing register applications and did not properly assess his priority. South Tyneside Homes is at fault as it did not clearly explain to Mr X that it was extending his band two priority as an exception to its housing allocations policy and it would not be extended indefinitely. South Tyneside Homes is not at fault for not placing Mr X in band two indefinitely.

Summary: the Council failed to give the right priority to Mr X’s housing application. Because of this Mr X missed the opportunity of moving to suitable accommodation. The Council has not properly considered Mr X’s requests for extra priority. To put this right the Council will reconsider Mr X’s application and pay him £200 a month until it rehouses him.
