Summary: Most of Mr B’s complaint is out of the Ombudsman’s jurisdiction as it relates to the actions of the Council as a housing provider and is being investigated by the Housing Ombudsman. I have not found fault with the Council’s actions in assessing Mr B’s needs and recommending adaptations to the property.

Statement Closed after initial enquiries Safeguarding 09-May-2019
Summary: The Ombudsman will not investigate this complaint about the Council’s handling of concerns regarding the care provided for the complainant’s mother. This is because part of it is late, and there are no good reasons to investigate it now. Additionally we could not add anything to the Council’s response to complaints about its handling of the case.

Statement Upheld Safeguarding 03-May-2019
Summary: Ms X complains that the Council unnecessarily delayed Mrs Y returning home while it got authorisation from the Court of Protection for her to be deprived of her liberty at home.
