These matters combined caused avoidable distress, frustration and time and trouble to Mr Y. The Council has already awarded £500 in compensation to Mr Y to acknowledge the impact of its faults. The Council agrees to make an additional payment of £200 and undertake procedural improvements to the fostering assessment process.

    Summary: the Ombudsman will not investigate Mr X's complaints about the actions of the Council's children's services. The Ombudsman has already investigated his complaint about the way the Council dealt with financial arrangements for his rent after he became a foster carer. It is reasonable to give the Council a further opportunity to respond to the rest of Mr X's complaint through its complaints procedure before the Ombudsman will consider it.
