    Summary: We will not investigate Ms X’s complaint about delays by the Council in issuing an Education, Health and Care Plan. This is because the Council has already offered a suitable remedy for injustice caused by the delay and further investigation by us is unlikely to achieve anything more.

    Summary: Mrs Y complained the Council wrongly assessed Mr X’s care needs and did not pay for his care. She says this caused her unnecessary distress and financial strain. We find the Council at fault which caused Mrs Y limited injustice. We find the action taken by the Council has remedied the injustice caused.

    Summary: We will not investigate Mrs X’s complaint that the Council delayed in finalising her son, Mr Z’s, Education, Health and Care Plan. The Council has taken appropriate action to remedy the injustice these delays caused. Therefore, we could not add to the Council’s previous investigation.

    Summary: The Council delayed enrolling Ms X’s child to their new school following the Tribunal order, but this was not the fault of the Council. The Council properly considered the education provided after the Tribunal was suitable. The Council accepted it was at fault for poor communication and delay responding to Ms X’s complaint and has offered a suitable remedy for this.

    Summary: We will not investigate Mrs X’s complaint about the Council’s school transport service. This is because we are satisfied with the actions the Council has taken, or proposes to take.

    Statement Upheld Assessment and care plan 22-Jan-2026

    Summary: Miss X complained that the Council did not provide enough support during a house move. We have found the Council was at fault for poor communication, causing distress and uncertainty. However, it provided the agreed support on the day of the move. The Council apologised and offered a remedy payment, which remedies Miss X’s injustice.

    Summary: We will not investigate this complaint about delay in finalising Mrs X’s child’s Education, Health and Care Plan, poor communication and school transport arrangements. We are satisfied with the actions the Council has taken.

    Statement Upheld Special educational needs 03-Mar-2026

    Summary: We upheld this complaint that the Council delayed issuing a final Education Health and care plan. The Council upheld the complaint, apologised and offered a financial remedy of £850. This is in line with our Guidance on Remedies and therefore we decided not to investigate because further investigation by us would not be proportionate.

    Summary: We will not investigate this complaint about the way the Council considered Miss B’s disability related and cultural haircare needs when it applied its charging policy on disability related expenditure. The Council remedied the injustice caused to Miss B when it investigated her complaint.
