    Summary: Mrs X complained that the Council failed to deliver education to her daughter while she could not attend school. We have found that the Council was at fault, because it did not consider making alternative arrangements for Mrs X’s daughter, who lost education as a result. The Council has already offered a suitable remedy, so we have not recommended that it take further action.

    Summary: We will not investigate Ms X’s complaint about Council delays in completing her child’s Education, Health and Care Needs Assessment. The Council upheld the complaint and has agreed to remedy Ms X’s injustice by apologising and offering a financial remedy. Further investigation by us would not be proportionate.

    Summary: We will not investigate this complaint about the Council’s handling of an Education, Health and Care Plan. The Council has offered a suitable remedy, and the dispute about special educational provision carried a SEND Tribunal right which it was reasonable for Miss Y to use.

    Statement Upheld Assessment and care plan 19-Dec-2025

    Summary: Mr X complained on behalf of a care provider about the Council’s handling of payments relating to a service user. As part of the complaints process, the Council apologised for causing a delay in increasing payments for the service user from December 2024. It resolved the issue and put steps in place to prevent such delays in future. We found the Council’s response and action to be appropriate, and some parts of Mr X’s complaint related to contractual matters. We have therefore not made any further findings or recommendations.

    Statement Upheld Special educational needs 18-Feb-2026

    Summary: We upheld Mrs X’s complaint about delays in finalising her child’s Education, Health and Care Plan following an annual review meeting. The Council upheld the complaint and agreed to remedy Mrs X’s injustice by providing a financial remedy of £500 in line with the Ombudsman’s Guidance on Remedies. We cannot investigate Mrs X’s complaint about a loss of educational provision. This is because most of this is closely linked to tribunal proceedings and the law says we cannot investigate. We will not investigate the period which the law would allow us to consider because the injustice is not significant enough.

    Summary: Mrs X complained the Council did not complete an interim review of her child’s Education Health and Care Plan. She said this impacted her child’s education and emotional wellbeing. We find the Council at fault which caused injustice. We are satisfied the Council’s actions have remedied the injustice caused.
