Recent statements in this category are shown below:

  • Kent County Council (25 008 197)

Statement Closed after initial enquiries Drainage 20-Jan-2026

Summary: We will not investigate this complaint about the Council’s decision not to fix a blocked water pipe. This is because the complaint is late and there are no good reasons to exercise discretion to investigate it now.

  • Wiltshire Council (25 010 394)

Statement Closed after initial enquiries Drainage 15-Jan-2026

Summary: We will not investigate this complaint about the Council’s handling of the Property Flood Resilience Grant process, or its decision not to complete maintenance work on a culvert. This is because there is not enough evidence of fault to justify the Ombudsman’s involvement.

  • Middlesbrough Borough Council (24 020 692)

Statement Closed after initial enquiries Drainage 14-Jan-2026

Summary: We will not investigate this complaint about the Council’s response to damage, caused by flooding, to Mrs X’s property. Mrs X has an alternative legal remedy through the courts who can decide liability. And given the circumstances of her complaint, it would be reasonable to expect her to use this legal remedy.

  • Cheshire East Council (24 021 651)

    Statement Upheld Drainage 03-Dec-2025

Summary: Mrs X complained about the Council’s failure to resolve flooding of her property. We found fault in the way the Council responded to Mrs X’s flooding reports. The Council’s fault caused injustice to Mrs X. The Council has agreed to apologise and hold a meeting with Mrs X to provide her with clear and accurate information about the Council’s plans for the area affected by the flooding. The Council has also agreed to carry out some service improvements.

  • Guildford Borough Council (25 004 140)

Statement Closed after initial enquiries Drainage 30-Sep-2025

Summary: We will not exercise discretion to investigate this complaint about the responsibility for cables in a culvert next to Mr X’s property. This complaint was received outside the normal 12-month period for investigating complaints. There is no evidence to suggest that Mr X could not have complained to us sooner.

  • Somerset Council (25 007 364)

Statement Closed after initial enquiries Drainage 25-Sep-2025

Summary: We will not investigate Mr X’s complaint about the Council in relation to his property being damaged by flooding. This is because there is another body better placed to consider his complaint.

  • Hertfordshire County Council (25 006 888)

Statement Closed after initial enquiries Drainage 24-Sep-2025

Summary: We will not investigate Ms X’s complaint about the Council’s delay in completing an investigation report in relation to a flooding incident in her home. This is because the matter Ms X complains of is more 12 months old. There are no good reasons why she did not complain sooner.

  • Leeds City Council (24 014 691)

Statement Closed after initial enquiries Drainage 24-Sep-2025

Summary: We will not investigate this complaint about failure to deal with a blocked drain and breaches of planning control. We have not seen enough evidence of fault in the way the Council considered these matters.

  • Leicester City Council (25 004 830)

Statement Closed after initial enquiries Drainage 21-Sep-2025

Summary: We will not investigate this complaint about the Council’s refusal to clear blocked drains at a private property. There is insufficient evidence of fault which would warrant an investigation.

  • Melton Borough Council (24 014 751)

    Statement Upheld Drainage 21-Sep-2025

Summary: There was no fault in the Council’s decisions or actions around preventing Mrs X’s garden flooding. However, the Council was at fault for not updating Mrs X as it said it would. We are satisfied the Council has remedied the injustice caused by this.
