    Summary: Miss X and Mrs Y complain about the Council's handling and outcome on their complaints about children's social care. They say the Council has not considered the financial loss, hardship and trauma suffered. The Ombudsman finds fault in the Council's consideration of the complaint at Stage 3. The Ombudsman recommends the Council pays £500 for time and trouble and £1000 for the distress suffered by Miss X and Mrs Y.

    Summary: Mrs X complained about the way the Council handled the Education, Health and Care (EHC) Plan process for her two children B and Z. The Council was at fault when it failed to request any input from Adult Social Care for B and it delayed in involving Children's Social Care Services for Z. The Council also delayed in completing B's annual reviews in 2018 and 2019. The Council has agreed to make Mrs X a financial payment to remedy the frustration and time and trouble this caused her and also to remedy the lost provision Z experienced. There was no fault in the Council's decision not to refund Mrs X the costs she paid for B to receive care at Centre F one day a week up to the age of 18 years old.

    Summary: Ms X complained the Council unreasonably refused to assign a social worker from its children with disabilities service to assess her son and has delayed in meeting his needs. The Council has not considered the complaint at stage two of the statutory children's complaints procedure. There are no grounds for the Ombudsman to consider the complaint early. The Council will conduct a stage two investigation, apologise to Ms X and make a payment to her to remedy the injustice caused by its delay.

    Summary: Mrs X complains about the Council's attempts to arrange a review of her son's short breaks personal budget. The Ombudsman found fault in the way the Council wrote to Mrs X. The letters it sent were not clear enough and caused her confusion and frustration. One letter arrived several days after the date of the meeting it proposed. The Ombudsman recommended the Council should apologise to Mrs X and pay a financial remedy in recognition of the injustice caused to her. It agreed to do so.

    Summary: This complaint follows a previous complaint to the Ombudsman in which we found that the Council failed to deal properly with Mrs X's requests for social care support for her son since July 2017. The Council has now carried out an assessment and put in place a package of support. The Council has offered to pay Mrs X £10,000 to recognise the support her family could have had if it had handled her application properly. This is a suitable remedy.

The Ombudsman finds the Council had not properly considered the impact of the Panel's views that the Council had been discriminatory at times. The Council has agreed to pay Mrs X a larger financial remedy.

    Summary: Ms X complains about decisions taken by the Council in relation to direct payments for her two disabled children. She is particularly unhappy about a decision by an appeal panel taken in June 2018, which she says upheld a reduction in payments and did not properly consider their family circumstances. The Ombudsman found there was fault in how the Council handled evidence presented for an April 2018 'mini panel' hearing. However, the rest of its panel hearings about Ms X's case, including her appeal in June 2018, were properly conducted.
