We found the Council to be at fault because it was unable to demonstrate it carried out a proper assessment of Mrs X’s disabilities. This left Mrs X uncertain as to whether her application was properly considered. To remedy this injustice, the Council will apologise and reconsider her application. It will also take action to improve its service.
