    Summary: Mr X complained that the Council failed to ensure his son received all the support he should have had under his Education Health and Care Plan, including during the COVID-19 pandemic. We do not find the Council was at fault in the way it dealt with the special education provision, but it did not record or provide enough information to Mr X about what support would be provided. It has apologised to Mr X. This is a sufficient remedy.

We find there was some fault by the Council which is likely to have contributed to the lack of support provided by the school. The Council has agreed to apologise and make a payment of £300 to Mr X.

    Summary: Miss Q complained the admission appeals panel acted with fault by telling her R had a place at the school, which was not then given to her. This had caused Miss Q and her family considerable distress. There is no evidence of fault in how the appeal was carried out.
