We find the Council was at fault when it wrongly told Mrs D’s husband that he could not return home. The Council also failed to explain the purpose of Child in Need meetings, delayed providing her with a document after repeated requests, delayed dealing with her complaint and failed to consider her complaint under the statutory complaints procedure. The Council has agreed to our recommendations to remedy the injustice caused.
