    Summary: Mr and Mrs C complained about the way in which the Council carried out Ms M’s financial assessment for residential care. They say the Council should not have included a value for Ms M’s share in a property and it took too long before the Council provided a response to their appeal. The Ombudsman found fault with the way in which the Council processed the appeal, which resulted in avoidable delay and distress. However, the Council acted correctly by getting an independent valuation of Ms M’s share.

The Ombudsman found there was no fault in the actions of the Council.

    Summary: There was fault as the care home’s full records cannot be found. From the evidence that the Ombudsman has seen, there was fault as the records do not show how the care home properly reviewed the risk of falls and changed the care plan appropriately. There was an incident where Mrs C was left on her own following a fall. The Council has agreed to apologise to Mrs C’s daughter and pay her £150.

    Summary: Mrs X complains about the quality of care her father received, decisions the Council made about who provided that care, and that the Council handled her complaint poorly. She says the poor care caused her father, Mr D, unnecessary distress. The Ombudsman finds fault for the quality of care on one occasion. This caused Mr D injustice. The Council will apologise, make a payment to reflect the injustice, and undertake a service improvement. The Ombudsman does not find fault with the Council for the other parts of the complaint.

    Summary: The Ombudsman has discontinued its investigation into Mrs R’s complaint. Norfolk County Council has referred Mrs R to the Office of the Public Guardian with concerns about her acting as her son’s lasting power of attorney. I cannot say Mrs R is a suitable representative for her son.

    Summary: The Ombudsman will not investigate Mr B’s complaint about his grandmother’s care at the care provider’s care home. The care provider is no longer trading and the Ombudsman does not have the information required to investigate the matter. Also, the Ombudsman could not make recommendations to a body which no longer exists even if he was able to reach a view on the issues raised.

    Summary: Mrs B complains about the care her aunt received at a care home. The Safeguarding Adults Board (SAB) has decided to carry out a full Safeguarding Adults Review into the aunt’s case. The SAB is better placed to carry out this review than the Ombudsman and the Ombudsman has therefore discontinued its investigation.
