    Summary: The Ombudsman cannot investigate Mr X's complaint about being turned away from a polling station when he want to vote in for a Police and Crime Commissioner election. This is the responsibility of the Returning Officer, who acts in a personal capacity, not as a council officer. As this is not an administrative function of the Council it is not something the Ombudsman can investigate.
