    Summary

    Mr X complained about the Council’s handling of his homelessness application from Autumn 2025, and its failure to provide interim accommodation for him. We found fault by the Council for a five-week period where it should have provided such accommodation and some delay in its communication. There was no fault on other matters complained about. The Council will apologise and make a symbolic payment to acknowledge the impact its faults caused Mr X. It also agreed to carry out a service improvement.

    Service improvements

    The Council will review how it applies the low standard of proof regarding the ‘reason to believe’ for applicants who are homeless, eligible for support, and in priority need in line with the Homelessness Code of Guidance. This is to ensure it offers interim accommodation to eligible applicants without delay until its enquiries are completed, a non-priority need decision has been issued, and review rights have been shared.
