Common examples are policy changes; procedural reviews; and staff training. Service improvements from decisions are published for 5 years and those from reports are published for 10 years.

    Summary

    Ms X complains about the way in which the Council managed her housing register application. The Ombudsman has found fault with the Council’s communication. There is no evidence of fault in the way it reached its decision to exclude Ms X from its housing register. The Council has agreed to apologise to Ms X and make service improvements.

    The Council has agreed to carry out training to ensure relevant officers deciding applications and reviews are aware of the need to give applicants full reasons for their decisions.

    Summary

    Miss X complained the Council failed to appropriately plan for her transition from children to adult care services, and to support her to stay with her foster family until she was 25 on a staying put arrangement it had previously agreed. There was fault in the way the Council considered a staying put arrangement for Miss X. The Council failed to appropriately plan for Miss X’s adult care needs. The Council agreed to pay Miss X £1000 to recognise the frustration and distress this caused her and to reconsider her request for a staying put arrangement with her foster carers.

    The Council agreed to remind relevant staff members to consider requests for staying put arrangements for foster children in line with the statutory guidance and its own policy.The Council agreed to review all staying put arrangements for foster children it has declined in the last 12 months to ensure it considered them in line with the statutory guidance and its own policy.

    Summary

    Mr X complained the Council failed to take action when a neighbour removed a hedge and trees in a conservation area affecting his privacy. There is no fault in failing to consider a Tree Preservation Order as the Council was not aware the trees had been removed. However, the Council delayed in starting an enforcement investigation and it should apologise for this.

    Remind officers dealing with complaints that the Council is one organisation and so should pass information itself to relevant departments rather than expect the complainant to do this.

    Summary

    Mrs B complains the Council delayed in completing her son’s final Education Health and Care Plan (“EHCP”) and placed him at an unsuitable school. Mrs B says that due to the delays he was in the school for 18 months, which had a detrimental impact on his education and caused distress. The Ombudsman finds the Council at fault for the delay in issuing a final amended EHCP.

    Update its procedures to ensure that, where possible, it issues all final amended EHCP’s within the statutory timescales, so that parents’ appeal rights are available
