Summary: We cannot investigate Miss X’s complaint the Council failed to repair structural damage to her property; or that it mismanaged her son’s benefits. Both these complaints are outside our jurisdiction. We will not investigate her complaint about her neighbour’s use of CCTV, that is because the Information Commissioner’s Office is best placed to consider the matter.

Lancashire County Council (25 009 158)
Statement Upheld Special educational needs 18-Dec-2025
Summary: We cannot investigate a complaint about the school named in an Education Health and Care Plan. Miss X has appealed to the SEND Tribunal about this and therefore the law says we cannot investigate. The Council upheld the complaint, apologised and there are no wider public interest issues to justify our investigation.
-

-
East Hampshire District Council (25 010 303)
Statement Closed after initial enquiries Other 18-Dec-2025
Summary: We will not investigate this complaint about the way the Council considered and granted a prior approval application. We have not seen enough evidence of fault to justify an investigation. Also, we do not consider Mr X has suffered a significant personal injustice because his neighbour was not told about the application. Finally we cannot require the Council to withdraw its approval or discipline officers.
-
Royal Borough of Kensington & Chelsea (25 010 344)
Statement Closed after initial enquiries Homelessness 18-Dec-2025
Summary: We will not investigate this complaint about the Council decision that Ms X was intentionally homeless. Ms X appealed to the court against this decision so we do not have the power to investigate it. We will not investigate Ms X’s complaint about the Council failing to protect her belongings. It is reasonable to expect Ms X to go to court about the damage and loss of her belongings.
-
Uttlesford District Council (25 010 355)
Statement Closed after initial enquiries Councillor conduct and standards 18-Dec-2025
Summary: We will not investigate this complaint about the District Council’s handling of code of conduct complaints the complainant made about four town councillors. There is insufficient evidence that any fault has affected the outcome on the code of conduct complaints, and an investigation by the Ombudsman is unlikely to achieve any worthwhile outcome.
