We found fault by the Council for its failure to recognise Y’s communications book was not available to him and direct the school to ensure he had access to it. There was no fault on other matters complained about. The Council should apologise and make payment to acknowledge the injustice this caused Ms D.

To remedy the injustice caused the Council has agreed to apologise, make a symbolic payment and ensure all necessary equipment is in full working order before allocating properties in future.
