    Summary: Mr R complained about the Council’s handling of his anti-social behaviour and noise complaints about his neighbours. We found fault in the Council’s actions which caused an injustice. The Council will provide Mr R with a personal remedy and carry out service improvements.

    Summary: Mr X complained the Council failed to support his family in caring for a child they had fostered and did not provide the financial support it said it would. This caused Mr X significant financial difficulties and led to the child leaving Mr X’s care. We have ended our investigation we would not add anything significant to the investigation which has already been carried out under the statutory procedure for complaints about children’s services.

    Summary: Mr X complained Transport for London has not refunded him for overcharges on his account when using the London Underground. Mr X said this meant he paid for journeys he either did not make or paid more than he should have for journeys he did make. We found Transport for London at fault for how it investigated Mr X’s concerns. Transport for London agreed to apologise to Mr X, pay him the amount he said he was overcharged for and make a payment to him for the time and trouble he experienced bringing the complaint.

    Summary: We upheld Ms X’s complaint. There was a delay in assessing her son Mr Y’s social care needs and her need for support in her caring role. There was also a delay in agreeing funding for a day centre placement. The outcome and recommendations of assessments were confusing. The Council will apologise, make payments and review Mr Y’s assessment and care and support plan.

    Summary: Mr X complained the Council delayed completing his son Y’s Education, Health and Care (EHC) needs assessment in line with statutory timescales. He says it also delayed issuing an amended EHC Plan following an annual review. The Council was at fault because it failed to decide whether to issue Y with an EHC Plan within the statutory timescales, caused by a delay in obtaining Educational Psychologist advice. This caused a further delay in issuing Y’s final EHC Plan. The Council then failed to issue the final amended Plan within timescales after an annual review the following year. The Council has agreed to make a payment to Mr X to acknowledge the distress, frustration and uncertainty this caused him.

    Summary: We will not investigate this complaint about the Council forcing Ms X to sign a party wall agreement or that it has failed to complete works to her building leaving her with substantial costs. Her complaints about the agreement and also improvement and prohibition orders served on her as a landlord took place in 2021, which is outside the12-month period for receiving complaints. Her complaint about completion of the agreed works is a private legal matter and she would need to challenge the Council in the courts for any incomplete work which has caused her expense.

    Summary: We will not investigate this complaint about the way the Council dealt with a complaint about the conduct of an officer. We consider there is no worthwhile outcome achievable by an investigation. It is not a good use of public resources to simply achieve an apology which is the outcome the complainant is seeking.
