He complains this has been an ongoing issue for several years and the Council has failed to take appropriate or effective action to resolve it. We found the Council’s continued failure to collect Mr X’s recycling on the scheduled day is fault. This led to an accumulation of waste on the street and Mr X has spent a considerable amount of time picking up litter that has been blown around following missed collections. The Council has agreed to apologise, make a payment to Mr X and monitor his collections.
