Mr X said this meant his son lost out on education he should have received and it caused unnecessary distress. Largely we do not find the Council at fault. However, we find the Council at fault for failing to tell Mr X when and how his son’s alternative provision would increase. This caused uncertainty. The Council has agreed to apologise to Mr X and his son to remedy this injustice.
