    Summary: Mrs Y complains there were delays in the Council’s handling of her housing register application. The Council has already accepted there were delays. Mrs Y also complains the Council failed to consider all the information she provided in her application and give her clear reasons for its decisions about her application, including in its review decision. We have upheld Mrs Y’s complaint. This is because we have seen evidence of fault by the Council causing Mrs Y injustice. To remedy this, the Council has agreed to apologise to Mrs Y, make her a payment and make a clear decision now about her bedroom entitlement. The Council has also agreed to carry out several service improvements.

    Summary: We find the Council correctly addressed Mr X’s complaint about a breach of the Member Code of Conduct, but there was delay in referring his complaint to the Monitoring Officer and failure to provide updates. The Council should apologise to Mr X for the delay and avoidable frustration. It has introduced service improvements to prevent recurrence but should also provide us with evidence of the changes. It should also remind staff handling Code of Conduct complaints of the need to provide timely responses to complaints, complainant emails and updates in the event of delays.
