    Summary: We will not investigate Mr X’s complaint about the Council’s decision not to remove a tree near his home, its rejection of his insurance claim for tree damage to his property, its repairs to his street, or how it replied to his correspondence and complaint. There is not enough evidence of fault in the Council’s decision-making process to warrant us investigating. It is not unreasonable for Mr X to pursue his property damage liability claim at court. There is not enough injustice caused by the highway damage to justify investigation, and the claimed injustice of the time his pursuit of the matters has taken did not stem from a Council action. Investigation of the road repairs issue would not lead to a different outcome. We do not investigate council correspondence and complaint handling where we are not investigating the core issues which gave rise to the complaint.
