    Summary: Ms X complained the Council failed to provide the Speech and Language Therapy provision detailed in her child’s Education Health Care Plan. We found fault with the Council for failing to provide the provision as specified in the Education Health Care Plan. The Council has now commissioned the provision but this has not yet started. The Council has agreed to apologise to Ms X and pay her £600 for delays in completing the Education Health Care Plan process and securing the correct provision. The Council has also agreed to ensure the relevant provision is put in place from September 2023.

The Council agreed to make a payment to Mr X for the distress caused and complete its review into his housing transfer application.
