The Council was at fault when it provided Mrs X with information which did not make clear which services would be reimbursed but this did not cause Mr S an injustice.

The injustice caused to Mrs C is therefore that the Council raised her expectations unnecessarily. The Council has agreed to apologise.

When moving her again, it failed to weigh its duty of confidentiality to her new abusive neighbour against her need to make an informed decision about whether to accept the tenancy. The agreed action remedies the injustice caused.
