Summary: Ms X complains the Council has failed to secure the provision in her son, Y’s Education, Health and Care Plan. Ms X says this has led to him missing out on the education, therapy and SEN support that he needs, and has affected his development. Ms X says it has also caused her and her family distress. We have found no fault in the Council’s actions.

  • Hampshire County Council (24 007 579)

    Statement Upheld Charging 06-Jan-2026

Summary: Miss X complained about the Council’s handling of her mother’s care. We find the Council at fault for failing to correctly record Mrs B’s hospital admission as a permanent planned change. This means Mrs B was incorrectly charged for care. The Council has agreed to recalculate Mrs B’s care charges and issue a revised invoice to Mrs B’s estate.

  • East Sussex County Council (24 007 784)

Statement Upheld Special educational needs 06-Jan-2026

Summary: The Council failed to secure a special school place as set out in a pupil’s child’s Education, Health and Care (EHC) Plan. The Council also failed to secure education and special educational provision between March and October 2024. The uncertainty whether these failures contributed to the pupil’s disengagement from education and inability to sit GCSE’s is an injustice. The Council has agreed to apologise, make a symbolic payment and make service improvements.

    Statement Upheld Other 06-Jan-2026

Summary: Mr X complained about the way the Council dealt with the care of his daughter, Ms Y. The Council was at fault for completing a flawed stage two investigation, delaying in completing the complaint procedure, poor communication and failing to explain its reasons for rejecting the panel’s findings. This caused Mr X distress, frustration and uncertainty. The Council has agreed to apologise, make a payment to Mr X and fully explain its decisions.

    Statement Upheld Allocations 06-Jan-2026

Summary: Miss X complains the Council delayed acting on and failed to properly consider her mother’s application for housing in Sheffield. She also complained the Council did not explain its decision properly. We found no fault in the way the Council processed or reached its decisions on her mother’s application. However, there was some fault in its explanation of the housing policy, for which we recommended an apology.

  • London Borough of Camden (25 000 059)

Statement Closed after initial enquiries Council tax 06-Jan-2026

Summary: We will not exercise discretion to investigate this complaint about liability for council tax. This complaint was received outside the normal 12-month period for investigating complaints. There is no evidence to suggest that Ms X could not have complained to us sooner. There is insufficient evidence that any failures by the Council have resulted in any significant injustice to the complainant.
