We find that the Council delayed by over a year in sending Miss Y the final Plan causing Miss Y distress and denying her appeal rights to the Tribunal. The Council has agreed to apologise to Miss Y, make her a symbolic payment and make several service improvements. The Council had previously accepted it failed to accurately and promptly communicate decisions to Miss Y. We find the Council has already suitably remedied the injustice caused by this fault.
