    Summary: Miss X complains about the Council’s handling of her family’s request in January 2022 for support to move her brother, Mr Y, into a permanent residential placement. The Council was at fault for failing to make any meaningful progress with Mr Y’s case for over two years. The Council has agreed to apologise and make a payment to Mr Y’s family for significant uncertainty, distress and frustration caused. The Council will also review its procedure to ensure such delays to no recur.

    Summary: Ms X complained that the Council failed to make sure the managing agent of her temporary accommodation provided a satisfactory repairs service. She said there was an unreasonable delay in replacing external doors which were not waterproof resulting in damp and mould and a delay in resolving issues concerning access to the property. We found the agency failed to complete the repairs in accordance with its service level agreement. In recognition of the injustice caused, the Council has agreed to apologise to Ms X and make a payment to her.

    Summary: Mr X complains the Council failed to communicate with him about his partner’s care, and placed restrictions on him visiting his partner in a care home. Mr X also complains the Council provided inaccurate information about him to the courts to revoke lasting power of attorney (LPA). We will not investigate Mr X’s complaint about communication and visiting, as it is late and we see no good reason to investigate it now. Furthermore, we will not investigate Mr X’s complaint about the LPA as there has been court involvement in this matter.

    Summary: Mrs X complained the Council failed to ensure her son, Y, received alternative tuition from April 2022 to July 2022. Mrs X also complained the Council failed to ensure Y received education when the tutor went on holiday for two weeks in May 2022 and a week in June 2022. Mrs X said Y missed out on education. There was fault in the way the Council did not ensure Y received any education for the three weeks detailed and did not follow its complaint process. Mrs X was frustrated by the Council’s actions and was put to time and trouble to complain. Y missed out on education. The Council has agreed to apologise and make a financial payment.

    Summary: On behalf of her child, X, Mrs Y complains the Council failed to properly investigate her complaint that X’s educational and social care needs were unmet over a prolonged period. We found the Council should provide further financial remedies to recognise the impact of missed education provision between November 2021 and April 2022, and for failing to ensure Mrs Y had access to documents relevant to X’s educational arrangements. We found the Council at fault for restricting the role of X’s advocate during the Review Panel hearing. However, this did not cause Mrs Y or X a significant injustice. We have recommended the Council act to improve its services. We did not find the Council at fault for how it considered Mrs Y’s complaints about social care provision, or the suitability of a tutor. There are parts of Mrs Y’s complaint we cannot or will not investigate. We explain why in our decision statement.

    Summary: Miss Y complained the Council was using an incorrect date to determine her priority on its housing register when bidding for properties. We have found fault by the Council in failing to properly consider the consequence on Miss Y’s priority date, of its review decision overturning the original decision about its housing duty to her. The fault caused injustice. The Council has agreed to remedy this by apologising, backdating Miss Y’s priority date to the date it should have accepted the duty, adding her to its direct offers list, making a payment to reflect the distress caused and a service improvement.

    Summary: Mr X complained the Council delayed in repainting the single and double yellow lines near his home. He also complains the Council does not enforce these restrictions so there is no deterrent to parking on the single or double yellow lines. The Council’s delay in repainting the yellow lines amounts to fault. This fault caused Mr X an injustice.

    Summary: Mr X complained that the Council regularly failed to collect his household recycling despite him repeatedly reporting issues. We found service failure by the Council in relation to missed recycling collections over several months. We also found the Council’s complaint handling was poor. In recognition of the injustice caused, the Council has agreed to apologise to Mr X and make a payment to him.
